
Telangana's Industrial Policy
The Government of Telangana State is determined to create an ecosystem in which the ease of doing business in the state matches and even exceeds the best global standards. The Industrial Policy Framework has the following mandate for departments that have responsibilities in the industrialization of the State — Minimum Inspection and Maximum Facilitation.
The Telangana State Industrial Project Approval and Self-Certification System (TS-iPASS) Act was passed in November 2014 and came into effect on June 2015.
It says industrial projects with an investment of over ₹ 200 crores should be approved in 15 days and other projects in 30 days.
Officials seek additional information only once within 3 days of receipt of application. If the approval does not come through in that period, the company can consider the project approved and proceed.

IT Policy
At present, Telangana State contributes 12% share to the Country’s IT exports and ranks 4th in the Country in terms of revenues from the IT sector. The IT exports from the state contribute to about 49% of total exports from all sectors in the state.
Vision: The objective of the ICT Policy 2016 is to make “Telangana the most preferred technology investment destination in the Country”.
Focus Areas and Initiatives: In order to achieve the above goals for the IT department, the Government plans to flow down the objectives in the following key focus areas for expanding IT/ITES sector in the state:
- Attract investments for infrastructure: To create a state-of-the-art and affordable ICT infrastructure that enables the “Walk to Work” environment for new and existing IT/ITES units to thrive and grow.

MSME’s
Govt of Telangana initiatives:
- Adequate number of smaller plots in Industrial parks for SMEs; developed sheds for Micro units
- Special fund for addressing Incipient Sickness
- Special fund for IP registrations assistance
- Special fund for anti-pirating assistance
- Special fund for technology transfer and modernization to MSME sector
- Reimbursement of land conversion charges for units in own land, subject to an upper limit
- Marketing assistance to participate in national and international trade shows and buyer-seller meets
- Decentralized procedure for issue of licenses and permissions to Micro enterprises at the level of Industrial Promotion Officers (IPOs)

Life Sciences Policy
The Government of Telangana is promoting the Life Sciences sector through a comprehensive policy covering the entire range of Life Sciences including biotechnology, pharma, nutraceuticals, and medical devices. This is unlike the scenario in other states which just have sub sectoral policies. The present policy has the following objectives:
- Enhancing the competitiveness of the sector through appropriate policy to make Telangana the most preferred destination for life science activities,
- Attracting new investments worth Rupees 20,000 crore (approximately USD 3 billion) in the sector by 2020,
- The state proposes to capture 20 percent share of the $100 billion market opportunity of India by 2025 with $13.5 billion shares by 2020,
- Exports target of Rupees 50,000 crores by 2020,
- Creating an additional employment opportunity for 50,000 skilled personnel in the sector
- Promoting applied R&D and innovation through bridging the gap between industry, academia, and R&D institutions
- Promotion and strengthening of quality infrastructure
